DILG Sarangani Enhances Service Providers’ Capacity on DND–DILG JMC No. 01, S. 2021, Amnesty Framework

To ensure the seamless, transparent, and accountable delivery of assistance to former rebels, the Department of the Interior and Local Government (DILG) Sarangani Provincial Office, in partnership with the Provincial Government of Sarangani, spearheaded a capacity-building training on the DND–DILG Joint Memorandum Circular (JMC) No. 01, Series of 2021 on September 1–2, 2026, at the Greenleaf Hotel Gensan, General Santos City.

The two-day activity targeted local service providers to align field operations with updated national directives governing the Enhanced Comprehensive Local Integration Program (ECLIP).

The activity commenced with welcome remarks delivered by Lizette S. Lopez, RSW, OIC-Assistant PSWDO and ECLIP Focal, on behalf of Buenaventura S. Solarte Jr., RSW, Officer-in-Charge of the Provincial Social Welfare and Development Office (PSWDO).

Following the opening, DILG Sarangani OIC-Provincial Director Ian Jon S. Clemente presented the historical and policy context of Executive Order No. 70 (ELCAC) and ECLIP frameworks, emphasizing how coordinated institutional mechanisms accelerate sustainable peace and community-driven reintegration.

Lizette S. Lopez, RSW subsequently detailed the program’s strategic objectives before participants underwent an initial competency assessment.

Technical sessions covered end-to-end ECLIP operations:

• Policies and Operational Processes: Claudine Joanna H. Imperial, Project Development Officer II from the ECLIP-Program Management Office (PMO), delivered a comprehensive lecture via teleconference detailing standard operating procedures.

• Administrative Compliance: Frances Kristine B. Alvero-Laguda, LGOO V and DILG Sarangani ECLIP Focal Person, facilitated modules on documentary requirements per assistance type, fund liquidation protocols, and Monitoring, Evaluation, and Learning (MEL) reporting systems.

The training also integrated critical orientation on the national amnesty program. In accordance with Executive Order No. 125, s. 2021, as amended by EO No. 47, s. 2023, the National Amnesty Commission (NAC)—through Local Amnesty Boards (LABs) like LAB Koronadal—processes applications for former members of the MILF, MNLF, RPMP-RPA-ABB, and CPP-NPA-NDF seeking to extinguish criminal liabilities for politically motivated offenses.

Discussions highlighted administrative mechanics, including the issuance of Safe Conduct Passes (SCP) and Provisional Safe Conduct Passes (PSCP) to protect applicants from warrantless arrests during evaluation.

Plenary discussions and open forums allowed participants to address field-level implementation bottlenecks and clarify documentation standards.

The session concluded with the presentation of certificates of participation and closing remarks, reaffirming DILG Sarangani’s commitment to sustaining responsive, whole-of-nation peacebuilding initiatives.
